Human Capital Priorities

The Human Capital Priorities stream of is designed to select exceptionally skilled individuals from the federal Express Entry pool. This stream operates on a merit-oriented approach and aims to identify and nominate top-tier skilled professionals who can make enduring contributions to Ontario’s workforce.

Foreign nationals cannot apply to the program directly. Candidates in the Express Entry pool are considered when an Express Entry profile is submitted by them. A Notification of Interest (NOI) is sent to the Express Entry accounts who are invited to apply.

This stream is aligned with the federal Express Entry immigration system. To qualify for this stream, candidates need to have an active profile within either of the two Express Entry programs listed below:

  • Federal Skilled Worker (FSW)
  • Canadian Experience Class (CEC)

Program Eligibility

Express Entry Profile –          Have Express Entry profile under the Federal Immigration System under either the

 

Federal Skilled Worker Class (FSWC)

or

Canadian Experience Class (CEC)

Job Offer –         Need not require a job offer to apply under both the streams.
Level of Education –         Have Bachelor’s, Master’s or PhD. degree or equivalent.

–         Same applicable to both FSWC & CEC categories.

Work Experience o   Federal Skill Worker Class

–         Have at least 1 year of continuous paid full-time, skilled work experience (whether gained in Canada or Overseas)

–         Obtained with in last 5 Years from the date of application to OINP.

–         Obtained in a position at TEER 0,1,2 or 3 (Previously National Occupation Classification Skill 0, A or B)

–         Have been in the same occupation as they identify in their Express Entry Profile.

o   Canadian Experience Class

–         Have at least 1 year of accumulative paid full-time skilled work experience (or equivalent part time work) in Canada.

–         Have their work experience be within the 3 years before application, and it does not need to be continuous

–         Obtained in a position at TEER (Previously National Occupation Classification Skill 0, A or B)

Language Proficiency –          Demonstrate a minimum CLB level 7 language proficiency in either English or French.

–          Same applicable to both FSWC & CEC categories.

Settlement Funds As per OINP’s requirements

–          Meet the settlement funds requirement set by Immigration, Refugees and Citizenship Canada (IRCC).

–          Can be demonstrated through personal finances or a valid job offer.

–          Even CEC candidates in the Express Entry pool to provide evidence of settlement funds at the provincial level, although they are exempt from this requirement at the federal level.

Legal Status in Canada –          Have legal status (visitor record, study permit and work permit) in Canada – if they are applying from within Canada.
Connection to Province –          Need not require any specific connection to Ontario
Intention to live in Ontario –          Intent to live in Ontario after they have been granted permanent residence.

–          Intention to live in Ontario established through employment, job offers, studying, visiting having property, professional connections, family ties, personal relationship.

CRS Minimum Score –          Have a CRS score of 400 points or higher in the Comprehensive Ranking System (CRS).

Application Procedure:

  • Eligible candidates create an Express Entry profile, but meeting the minimum requirements doesn’t guarantee an invitation.
  • Ontario reviews profiles and issues NOIs to potential nominees.
  • Only those with an NOI can apply to the OINP for provincial nomination.
  • Candidates with an NOI have 45 days to submit an online application via the OINP portal, with a fee of $1,500 CAD.
  • If approved, applicants are notified through their IRCC online account.
  • Provincial nomination increases CRS score by 600 points, virtually ensuring an ITA for permanent residence.
  • After receiving an ITA, applicants submit a permanent residence application, processed within approximately six months.
