This stream is designed to provide international graduates who have completed their studies at Alberta post-secondary institutions with an opportunity to pursue permanent residence in Canada while establishing and operating a business within the province may submit an Expression of Interest.
Program Eligibility
Requirement | |
Express Entry Profile | – Need not required to registered for Express Entry Program to apply under this stream. |
Age | – Be between the age of 21 to 49 Years. |
Job Offer | – Need not required job offer to apply under this stream. |
Level of Education | – Have a minimum 2 years full time degree or diploma from a publicly funded post-secondary institution in Alberta
– Have been granted a Post-Graduate Work Permit by IRCC at the time of their Expression of Interest submission. |
Work Experience | – Have at least 6 months of full-time work experience,
– Have their work experience in running a business or as an owner, or equivalent like completion of entrepreneurship program classes or work experience with an incubator or business accelerator, or completion of entrepreneurship program courses – Have acquired their work experience from outside Canada or within Canada before or after completing Alberta education. |
Language Proficiency | – Demonstrate language proficiency of minimum CLB Level 7 in English or French. |
Connection to Alberta | – Min. 2 Years full time

Business Establishment | – Have completed at least 2 Years education from Alberta Advanced Education publically funded post-secondary institution. |
Application Procedure
- EOI System: Graduate Entrepreneur Stream uses an EOI system for eligible candidates to register a profile online.
- Ranking and Business Plan:
- Profiles are scored and ranked based on the Graduate Entrepreneur Stream Points Grid.
- Highest-ranking candidates get invitations to submit a Business Plan.
- Business Plan Submission: Invited candidates must submit a complete application with a Business Plan within 90 days.
- Evaluation and Fee: A Qualified Service Provider evaluates the Business Plan.
- Business Performance Agreement: Candidates sign a Business Performance Agreement outlining the terms for Alberta’s permanent residence nomination.
- Approval Letter: After agreement signatures, Alberta issues a Business Application Approval Letter.
- Residency and Operation: Candidates must reside in Alberta and run their business for 12 months, fulfilling agreement conditions.
- Federal Application: With provincial nomination, candidates submit a paper-based application for Canadian permanent residence.
