This pathway is designed for senior managers or experienced business owners who wish to establish a new business in Manitoba:

Express Entry Profile | – Need not required to be registered under the Federal Express Entry program |
Age | – Need not be of minimum or maximum age, however, points are awarded between the age of 25 to 49 Years. |
Job Offer | – Need not require a job offer to apply under this pathway. |
Level of Education | – Have completed at least their high school education in Canada or a foreign equivalent. |
Business Experience | – Have a minimum of 3 years of full time work experience as an active business owner or senior business manager.
– Acquired within the last 5 years. – Have at least 33.33% ownership in their business. – Have to maintain and active role in the proposed business. – Note that business owners are awarded more points as compare to senior managers. |
Language Proficiency | – Demonstrate language skills at a minimum Canadian Language Benchmark (CLB) level 5 in either English or French. |
Personal Net Worth Requirement | – Have a net worth of at least $500,000 CAD. |
Business Investment Requirement | – Present their business investment in a business plan.
– Have a minimum personal investment amount as per the below: o In the Manitoba Capital Region – Min. $250,000 CAD o Outside the Manitoba Capital Region – Min. $150,000 CAD.
– Make investment in an eligible business as defined by MPNP. – Create minimum 1 job for Canadian Citizen or Permanent Resident in Manitoba. But it should not include into owners of the business and / or their close relatives. |
Business Performance Agreement Requirement | – Submit a Business Performance Agreement. |
Business Research / Exploratory Visit | – Candidates are recommended in-person exploratory visit to Manitoba to conduct extensive research of their future business investments or business proposal.
– Be conducted no more than 1 year prior to their submission of EOI. – Attend information session for business investor stream to conduct their business research. |
Adaptability | – Points are awarded:
o Their spouse has CLB/NCLC 5 or higher o They or their spouse have CLB/NCLC 5 or higher in second official language. o They or their spouse/common-law partner have a close relative residing in Manitoba for over 1 Year. o Their child is enrolled in Manitoba educational institutional for minimum 6 months, and/or o They or their spouse of common-law partner have completed full-time study program for minimum 1 Year at post-secondary institution in Manitoba. o You and your spouse or common-law partner have completed 6 months of continuous full-time employment in Manitoba |
Connection to Province | – Need not require any specific connection to Manitoba. |
Ineligible Businesses / Investments
Please refer to the Manitoba government website for the list of ineligible business or investments.
- Personal property such as residential real estate or personal vehicles
- Businesses operated primarily for the purpose of deriving passive income such as rent, interest, dividends or capital gains, including a business prohibited by subsection 87(6)(a) of the Regulations; immigration-linked investment schemes, as that term is defined in subsection 87(9) of the Regulations;
- Businesses established or purchased by another Program applicant or nominee within the previous seven years from the date of this Agreement;
- Businesses that are considered ineligible by the Program; and
- Businesses which include a share redemption or buy back option.
- home-based businesses
- property investment (purchase/construction/development of real estate);
- project based or seasonal businesses;
- All rental or leasing businesses including vehicle rental or leasing businesses;
- pay-day lending, cheque cashing or money changing businesses;
- businesses providing financial intermediation or money market products or services,
- including mortgage brokerages;
- pass-through import-export businesses;
- property management,
- bed and breakfasts;
- cash machine businesses;
- lottery kiosks;
- taxi cab or limousine licenses;
- a hobby farm*;
- business offering self-employed professional services such as representation, consulting,
- brokerage, accounting, moving, trade services etc.;
- self-employed truck drivers/ owner-operators/ single vehicle transport business;
- transport business without their own dispatching, loading and storage facility; and
- any type of business that by association would tend to bring the Program or Manitoba into disrepute
Application Procedure
- Candidates start by emailing a self-assessment and business concept form to MPNP.
- Extensive research and in-person visit to Manitoba are encouraged.
- Eligible candidates are ranked using the Entrepreneur Ranking System. Those with the best profiles receive a Letter of Advice to Apply (LAA).
- Upon receiving an LAA, candidates submit a PNP application to Manitoba.
- If approved, an applicant gets an approval letter to apply for a Canadian work permit and travel to Canada to start their business.
- An agreement outlining business terms must be signed.
- Successful agreement completion leads to a provincial nomination from Manitoba.
- With the nomination, candidates can apply for federal permanent residence in Canada.
