This stream enables individuals who have graduated from post-secondary institutions in Newfoundland and Labrador to seek permanent residency. To qualify, applicants must possess a minimum of one year of experience in business ownership and management within the province.

Express Entry Profile | – Need not required to be registered under the Federal Express Entry program |
Age | – Be of at least 21 Years old. |
Job Offer | – Need not require a job offer to apply under this stream. |
Level of Education | – Have a post-secondary education of at least 2 Years duration.
– Have taken place at either the College of the North Atlantic or Memorial University in Newfoundland and Labrador. – Have this completed within 2 years of submission of the Expression of Interest. – Hold a valid Post-Graduate Work Permit (PGWP). |
Work Experience | – Have at least 1 Year of continuous experience actively managing and owning a Newfoundland and Labrador-based business
– Have at least 33.33% ownership in this business. |
Language Proficiency | – Have a minimum Canadian Language Benchmark (CLB) level 7 in either English or French. |
Connection to Province | – Have completed a post-secondary program of study in Newfoundland and Labrador of at least 2 years, and
– Have minimum 1 Year experience of owning & managing a business in the NL. |
Business Plan | – Business continuity plan required
– Audit report required. |
Additional Criteria | – Starting a new business – Create minimum full-time job for a Canadian Citizen or Permanent Resident in NL (dependence or relatives are not eligible) related to their business and meeting province wage levels.
– Purchasing and Existing Business – The business must have been continuous operation for the last 5 years by the same owner, establishing its fair market value, actively in operation not in receiver ship, offer employment to existing staff on similar terms and conditions. |
