Skilled Worker Category

The Skilled Worker category of the Newfoundland and Labrador Provincial Nominee Program (NLNP) is open to foreign workers with various NOC Skill Levels who wish to seek provincial nomination.

Candidates with work experience classified as TEER 0,1,2 or 3 (Previously NOC Skill Level 0, A, or B) might also meet the criteria for the Express Entry Skilled Worker stream within the NLNP if they have received acceptance into the federal Express Entry pool.

Candidates are not eligible under this category if they hold Post-Graduate Work Permit (PGWP), in this case may they apply under:

  • International Graduate Category, or
  • Express Entry – Skilled Worker Category.

Program Eligibility

Requirement

 
Express Entry Profile –         Need not required to be registered under the Federal Express Entry program
Age Must be between 21 to 59 Years of age
Job Offer –         Have their job in a TEER 0,1,2,3,4 or 5 occupation.

–         Have a full-time job-offer minimum of 30 hours per week from a Newfoundland and Labrador employer, of at least 1 Year duration with a reasonable expectation of extension, meeting provincial employment standards, prevailing wage rates.

–         Have sufficient language proficiency, education, work experience to carry out the occupation offered.

–         Have valid work permit if currently employed in Canada, or be eligible to apply for valid work permit if currently residing overseas.

Level of Education –         Need not require any specific education
Work Experience –         Need not require any minimum work experience
Language Proficiency –         Provide documentation of their language proficiency in either English or French, a minimum level of Canadian Language Benchmark (CLB) level 4.in NOC Skill Level C or D occupation.
Connection to Province –         Need not require any specific connection to BC

–         Demonstrate immigration status if residing in Canada, have a permit with at least 4 months remaining at the time of applying.

Note that

–         If the candidates have an ownership stake in the business in which they are employed, their share of ownership cannot exceed 10%.
