Entry Level /Semi Skilled Occupations

The intent of the Northwest Territories Nominee Program’s (NTNP) Critical Impact Worker stream is to draw in foreign individuals who have previous work experience in semi-skilled and unskilled occupations within northern Canada.

Program Eligibility

Requirement

 
Express Entry Profile –         Need not required to be registered under the Federal Express Entry program
Job Offer –         Have a full-time (minimum 30 hours per week), permanent job offer from their Northwest Territories employer for their current position.

–         In the NOC TEER 4 and 5

Language Proficiency –         Demonstrate a proficiency level of 4 in either English or French according to the Canadian Language Benchmark (CLB. in the TEER 4 and 5 (Previously NOC C or D) occupation
Level of Education –         No minimum level of education is required.

–         Possess all of the required certification or accreditation for the occupation based on the employer job description NOC’s employment requirements for performing the duties of the offered job (Education Credential Assessment required for education outside Canada)

Work Experience –         Have been working for the nominating employer for a minimum of 6 months of prior experience in the same TEER 4 and 5 (Previously NOC C or D) occupation with the same employer that extends the job offer in the Northwest Territories.
Legal Status to Work: –         Have a valid work permit for a duration of the entire application process.
Settlement Fund Requirement –         Have sufficient settlement funds to cover both their own expenses and those of their accompanying family members.

–         Show a minimum of $10,000 CAD for the main applicant, with an additional $2,000 for each dependent.

Connection to Province –         Be currently working in the Northwest Territories categorized under the same TEER 4 and 5 (Previously National Occupational Classification (NOC) C or D) occupation
Business Requirement ·         Job Offer Requirements: The Employer must:

 

–         Offer a full-time (minimum 30 hours per week), permanent job that should not be in conflict with the Northwest Territories Employment Standards Act or any collective bargaining agreements.

 

·         Business Requirements: Employers must:

 

–         Be a registered and operational Northwest Territories business for a minimum of 1 year on a full time basis, or

–         A municipal, First Nations Territorial Govt. of the Northwest Territories.

–         Have maintained good standing with both the Employment Standards office and the Workers’ Safety and Compensation Commission of the Northwest Territories.

·         Recruitment Requirement: Employers must:

–         Submit a positive Labour Market Impact Assessment (LMIA), or

–         Submit proof of local and national job advertising, and provide a comprehensive list of all applicants and a detailed rationale for rejecting each application their results, when nominating candidate without an LMIA with an open work permit.

–         Provide a comparable industry wage based on ESDC’s job bank median wage.

Application Procedure

  • Employer submits the application to NTNP.
  • Processing time is typically 10 weeks.
  • If approved, both parties sign an MOU.
  • Nominee has 6 months to apply for permanent residence.
  • Permanent residence processing takes about 18 months
