This program enables employers, who have encountered challenges in filling vacancies with Canadian citizens or permanent residents, to extend employment offers to foreign workers seeking immigration opportunities. It stands as a favorable avenue for foreign workers and recently graduated international students who possess a job offer from an employer in Nova Scotia.

Ager | – Be between 21 to 55 Years |
Job Offer | – Have a valid full time job from an employer who has operated in Nova Scotia for the past 2 years.
– Have already been working with the employer minimum of 6 months, if Job offer is for a position at TEER 4 or 5 National Occupation Classification (Previously NOC Skill Level C or D) |
Level of Education | – Have at least a high school graduation from Canada or its equivalent. |
Work Experience | – Have at least 1 year of full-time work experience in an occupation related to the job offered with in the last 5 Years.
– Already have 6 months of experience with the same employer, if they work in NOC TEER 4 or 5. – Have the appropriate training, skills, accreditation for the job. |
Language Proficiency | – Meet Canadian Language Benchmark (CLB) in English or French:
o (CLB) level 5 if they are in NOC TEER 0,1,2 or 3 occupation o (CLB) level 4 if they are in NOC TEER 4 or 5 occupation o If their first language English or French that is enough proof. |
Connection to Province | – Intention to reside to live, work and economically establish in the province. |
Settlement Funds Requirement | – Meet the settlement funds requirement of Immigration, Refugees, and Citizenship Canada (IRCC).
– Can be shown through personal finances or a valid job offer. |
Application Procedure
Expression of Interest (EOI) System:
- Candidates submit profiles to a candidate pool.
Ranking and Invitations:
- Profiles are scored using the Nova Scotia International Graduate Entrepreneur Ranking System.
- Highest-ranking profiles receive invitations during program intakes.
Documentation:
- Applicants must provide an audit opinion and a special purpose report affirming business viability with their application.
Interview and Nomination:
- Successful candidates demonstrating stream requirements are interviewed by a Nova Scotia immigration officer.
- If successful, candidates receive a provincial nomination for Canadian permanent residence.
Federal Permanent Residence Application:
- After nomination, candidates have six months to submit a paper-based federal application for Canadian permanent residence.
- This application is sent by mail to the appropriate application center.
Processing Time:
- Paper-based PNP applications for permanent residence typically take about 18 months for processing.
