Among the options within the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) managed by the Ontario province, falls the Ontario International Students category within the Employer Job Offer streams. This pathway is aimed at foreign individuals who have finished a Canadian educational qualification and hold a job offer from an employer based in Ontario.
Successful nominated candidates will have the opportunity to officially apply for Canadian permanent residence.

Job Offer | – Have a valid full time and permanent job offer from an eligible Ontario employer.
– Have their job offer meet the minimum wage requirement for the occupation.
– Have their job offer fall under TEER 0,1,2,3 (Previously National Occupational Classification Skill Level 0, A, or B).
– Have their job offer aligned with their employer’s existing business activities, and urgently needed to maintain and grow ongoing business. |
Level of Education | – Have completed a Canadian educational credential with in the past 2 Years that meets either of
o A degree or diploma that takes minimum 2 years of full-time study to complete, or;
o A degree or diploma that takes 1 year to complete but which requires a previously completed degree as a prerequisite for admission.
– Hold a valid license, certificate, or authorization to practice the profession in Ontario, issued by an eligible Ontario regulatory body, if job offered requires a license to practice in Ontario. |
Work Experience | – Need not require any minimum work experience to apply under the stream. |
Language Proficiency | – Need not demonstrate any language proficiency |
Legal Status in Canada | – Be living in Ontario and hold a valid work permit / implied status at the time of applying. |
Intention to live in Ontario | – Intent to live in Ontario after they have granted permanent residence.
– Intention to live in Ontario establish through employment, job offers, studying, visiting having property, professional connection, family ties, personal relationship. |

Business/Employer Requirements | · Employer Requirements:
– Offer a full-time and indeterminate position with competitive wages, meeting and industries standards. – Have their business established and in good standing in Ontario track of good work of place and business practices in Ontario. – Meet following requirements o Inside of Greater Toronto Area (GTA): A minimum of $1 million CAD in gross annual revenue, and employ at least five full-time employees. o Outside of Greater Toronto Area (GTA): A minimum of three full-time employees and annual revenue of at least $500,000 CAD. · Business Requirements: The employer / business must: – Have been in active business for minimum 3 years in Ontario. – Meet the gross annual revenue requirements for the most recently completed tax year: o Inside of the Greater Toronto Area (GTA) – City of Toronto, Durham, Halton, York and Peel regions: Minimum of $1 million CAD., and employ at least 5 full-time employees, or o Outside GTA: Minimum of at least $500,000 CAD., and 3 full-time employees. · Recruitment Requirements: Employer must: – Demonstrate reasonable efforts to hire a Canadian for the position before offering it to foreign employees. |
There are standards for Ontario International Students that must be satisfied by the Ontario business and the foreign candidate.
Application Procedure
- Eligible candidates submit an EOI through the OINP’s e-Filing Portal to express their interest and provide profile details.
- Profiles are ranked based on OINP points, and the highest-ranked candidates receive invitations for OINP lotteries.
- If selected, candidates have 14 days to accept the invitation to apply for nomination.
- After accepting, candidates submit a nomination application through the e-Filing Portal within the specified timeframe.
- Ontario notifies applicants of their provincial nomination through their ONe-Key account on the e-Filing Portal.
- Nominees complete a paper-based permanent residence application and send it to the appropriate center, with processing typically taking about 18 months.
