In Quebec, when an employer wants to hire a foreign national, they have the option to provide the individual with an officially validated job offer through the Ministry of Immigration, Diversity, and Inclusion (MIDI).
A validated job offer holds significant value in the Quebec Skilled Worker (QSW) program. The job seeker can be benefited in the following ways:
- 8 points if the job is in the Montreal region, or
- 10 points if the job is outside Montreal region.
- Grants the job seeker an exemption from the quota requirement for QSW applications, allowing them to apply for a Quebec Selection Certificate (CSQ) at any time.
- To get a job offer validated, both the job position and the foreign national must meet specific criteria.
- Requirements for validating Job Offer: The job offer must:
- Be a permanent, full-time position falling under National Occupational Classification (NOC) Skill Level 0, A, B, or C.
- Have a positive or neutral impact on the local labor market.
- Be presented in writing by a Quebec employer with at least 12 months of operational history.
- Must have been offered after demonstrating that the employer has made suitable recruitment efforts to hire a Canadian citizen or permanent resident for the position if applicable.
- Foreign National Requirements: The foreign nationals must:
- Have identification documents, educational records, a curriculum vitae (CV), and an employment offer.
- Have the necessary license or certificate to practice it, if the profession is regulated in Quebec.
- Submit a copy of their work permit along with 3 recent paystubs, they are already working for the employer.
- Recruitment efforts Requirement: The employer must:
- Demonstrate their efforts to recruit a Canadian before extending the job offer to a foreign national.
- Need not to prove recruitment efforts to hire a Canadian or permanent resident for the position, if a foreign national is already working for a Quebec employer on a temporary work permit.
- May submit an application for validation to MIDI, facilitating the process for the foreign national to secure their work status in Quebec.
